I have been going the gym and running on the treadmill three miles a day at least 3-4 days a week. However I am not noticing any type of change in my thighs. I have " saddle bags" and would like to lose inches in my inner and outer things. What type of exercise should I be doing and how often to lose inches and not bulk up? Thanks
I'll echo what Ken C says. Caloric intake HAS to be under control. You can exercise 2 hours a day, but if your not in negative caloric balance (eating less calories that day than your body needed to function), you will not lose fat weight over time. This equation never lies.
Take a good and honest look at how you are currently eating and check out the Meal Plans on this site. They will really help you find a template of eating that can work for you in the short- and long-term.

I love High intensity interval training on the treadmill, bike, or even outdoors to burn up fat. Do your cardio any time of the day that works for you and your schedule. The time that you will actually do it is always the best time.
The top exercises you can do to work the most muscle and burn the most fat in the lower body will always be squats, lunges, and deadlifts. Sumo squats put the knee and hip in an odd positions so stick to regular squats. Start with 12-15 reps per exercise 2-3 times per week.
Remember diet will always come first in any program. If your diet is off then no amount of exercise will make up for it.

2 ways to burn fat on a treadmill: low-intensity long duration (45-60 min.) or hi-intensity intervals. Also, if you do your low-intensity cardio first thing in the AM your glycogen levels are naturally at their lowest so you can really hit the stored fat.
Thigh exercises include the hip ab-addutcion machine, sumo squats, cable ab-adductions, cable donkey kicks, step-ups. Do all of these with low weights and higher reps to avoid "bulking" up. If your gym has a bag, front-side and donkey kicks on the heavy bag.
In order to lose the saddle bags cardio and nutrition are going to be key. Stay away from fatty foods.
